Determining your property's zoning
Before the appropriate approval or permit can be issued for a development project, some specific site information will be required including the site's zoning. The City of Asheville's Planning and Development Department can help you determine your property's zoning by calling (828) 259-5831. You may also use mapAsheville to determine your zoning if you know any of the following information: Property Identification Number (also known as Tax ID number, PIN number or parcel number), owner name, or street address.


Pre-application conference
A pre-application conference provides an opportunity to present preliminary project ideas to city staff for informal comment before you spend time and money on a complete project submittal for all required permits. The purpose of the meeting is to provide you preliminary feedback on your project from knowledgeable city representatives who can address your site’s zoning, subdivision standards, design standards, landscaping and other site plan requirements. Staff will also determine if any special reviews will be required, such as reviews by the historic resources commission, design review boards or other appropriate bodies. A pre-application conference is useful for obtaining information about the review process, realistic estimates of the time involved and tips for minimizing problems and delays.

Pre-application conferences for Level I projects are recommended but not required.

For all other projects, pre-application conferences are REQUIRED before formal submittal.

Level I Projects (less than 35,000 square feet or less than 20 residential units)

Neighborhood-Developer Meetings
It is highly recommended, especially for Level II and Level II projects, that the developer meet with representatives of the surrounding neighborhood in which the proposed project is located early in the development process. This meeting, which can be held at the pre-application stage, will allow the developer to explain the proposed project, get citizen input and understand any neighborhood concerns. The City of Asheville’s Neighborhood Services Coordinator can assist you in arranging these meetings.
