Historic Resources Commission Last updated or reviewed on November 27, 2024 The Historic Resources Commission (HRC) was created in 1979 through a local ordinance adopted by both the City of Asheville and Buncombe County pursuant to North Carolina General Statute. The joint city/county commission consists of twelve members, with six appointments from each jurisdiction. A majority of the members of the commission shall have demonstrated special interest, experience, or education in history, architecture, archaeology, or related fields. All members have equal voting rights and serve three year terms. No member may serve more than two consecutive terms. Officers of the commission are elected amongst themselves. View current members and board composition requirements here The HRC reviews development projects and proposed subdivisions within local historic districts and local landmarks to ensure that the proposed work is consistent with the applicable design standards. Once a project has been approved, a Certificate of Appropriateness (CA) is issued to the property owner or applicant, which should be posted on site with any other required permits. Please note that a CA is for design review approval only, and does not include approval for building, zoning or other permit types that may be required. Chair: Sioux Oliva Enabling City/County Ordinances & NC General Statute Rules of Procedure 2023 Annual Report Regularly Scheduled Meetings Regular meetings of the HRC are held on the second Wednesday of each month at 4 p.m. in the North Conference Room on the first floor of the Asheville City Building located at 70 Court Plaza, Asheville. The HRC reviews applications for Major Work Certificates of Appropriateness at their regularly scheduled monthly meetings. Please click here for information on applying for a Major Work. 2024 Meeting Schedule 2025 Meeting Schedule Notice: The HRC will hold a special in-person meeting on Wednesday, November 13, 2024, at 4:00 p.m. in the 1st Floor North Conference Room of City Hall, located at 70 Court Plaza, Asheville, N.C. The purpose of this special meeting is (1) consideration of a resolution to adopt an addendum to the local historic district and landmark design standards to allow all scopes of work to be reviewed administratively via minor work application during declared states of emergency, with specific exceptions; (2) initial discussion on NCSOG/HPO-developed Resilience Design Standards; and (3) two public hearing items, a request for preliminary subdivision review and a request for a certificate of appropriateness, that were scheduled for the October regular meeting agenda. – see links below for meeting materials.
