It focuses on how the City and the Consortium used federal Community Development Block Grant (CDBG) and HOME Partnership Act (HOME) funds, but it also mentions other closely related activities. It is prepared annually at the end of the fiscal year. 2020 CAPER 2019 CAPER 2018 CAPER 2017 CAPER 2016 CAPER 2015 CAPER Five Year Consolidated Plan Every five years, the Community Development Division prepares a Consolidated Strategic Housing and Community Development Plan for use by the City and the Asheville Regional Housing Consortium, to guide CDBG and HOME grant making. It sets out needs and priorities for housing and community development activities for the next five years, strategies to be pursued, and performance targets to be achieved through Community Development Block Grant (CDBG) and HOME Partnership Act (HOME) funded activities. 2020 – 2024 Consolidated Plan The 2015-2019 Consolidated Plan was approved by Asheville City Council on April 28, 2015 and the Department of Housing and Urban Development (HUD) on July 22,2015. Background The Consolidated Plan is designed to help states and local jurisdictions assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions for their region. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities as well as inform the funding priorities for CDBG and HOME grants for the next five years. An Analysis of Impediments (AI) is an assessment of a state or a unit of local government’s laws, ordinances, statutes, and administrative policies as well as local conditions that affect the location, availability, and accessibility of housing by examining barriers and impediments to fair housing choice. The development of an AI is part of the consolidated planning process required for all entitlement communities such that receive housing and community development funds from HUD. Housing Needs Assessment and Market Study Every five years, the City of Asheville commissions a professional Housing Needs Assessment and Market Study, on behalf of the City and the four-county Asheville Regional Housing Consortium. The 2015 study was performed by Bowen National Research, which concluded that the Asheville region has a significant gap in housing supply across housing types, family size and income. The study will be incorporated into the 2015-2020 Consolidated Strategic Plan for the Use of CDBG and HOME funds, which will be completed and available for public review in April, 2015. The plan delineates seven key priorities to address the issues of homelessness in Buncombe County: Housing, Case Management, Safety and Transitional Services, Healthcare, Education and Employment, Transportation, and Prevention and Diversion. 2016 Affordable and Workforce Housing Standards Annually, the Department of Housing and Urban Development (HUD) sets income limits that determine the eligibility of applicants for assisted housing programs. These standards are used to define affordable rents and utilities (no more than 30% of a household’s annual income) within the City of Asheville. Utility allowance maximums are indexed to the Housing Authority of the City of Asheville Voucher Payment Standards. Center for Neighborhood Technology Report on Location Efficient Affordable Housing In 2011, the Center for Neighborhood Technology, the developer of the Housing + Transportation Index (“H = T Index”) , provided the City of Asheville with an analysis of the relative transportation efficiency of Asheville’s affordable housing, and recommendations on the steps Asheville could take to make affordable housing more location efficient. Affordable Housing Plan The Affordable Housing Plan was created in June 2008 by the City of Asheville’s Affordable Housing Task Force and Pisgah Legal Services. The plan seeks to guide the City of Asheville in its affordable housing related ordinances, policies, plans and actions for the next 20 years. The plan seeks to balance the community values represented by the individual Task force members, while providing recommendations for the creation of housing for people of all income levels Analysis of Impediments to Fair Housing Choice This Analysis serves as the City of Asheville’s and the Asheville Region’s working plan to affirmatively further fair housing and to assist in comprehensive fair housing planning.
