Asheville City Council has awarded the Sulphur Springs Road Resurfacing Contract to French Broad Paving, Inc. from Marshall, NC.  Sulphur Springs will be the last street resurfaced by 2016 General Obligation Bonds.   Paving is scheduled to begin after the completion of the ongoing stormwater project.  

In general the steps of the resurfacing process are:

  1. The placement of orange road construction signs with the anticipated construction dates.  These are generally placed seven days before construction starts. There will also be notifications placed on park cars letting the owners know that on-street parking will not be allowed during work hours – generally 7 a.m. to 7 p.m. Monday to Friday.  Please do not park on the road during these hours.  Any cars parked on the road will be towed at the owner’s expense.
  2. Existing ADA ramps will be upgraded if necessary.  
  3. Removal of the existing asphalt by milling.  The depth of the milling is determined by the condition of the existing asphalt and what material is underneath the asphalt.
  4. Adjustment of manholes and water valves in the street to match the new asphalt level.  Damaged and old infrastructure will be replaced as well.
  5. Often running concurrently with the utility adjustments is patching.  Patching is performed when areas of poor base material are found.  Patching generally involves removal of four inches of depth of the poor material and replacing it with asphalt.
  6. Application of the new layer of asphalt.
  7. Installation of any asphalt curb that was removed during the process, shoulder reconstruction and installation of pavement markings.  These items are likely to occur several days after resurfacing is completed.

Work of this scale will impact travel.  The City and the contractor endeavor to try to minimize the disruptions, but, at a minimum the road will be reduced to one lane while operations are occurring.  

The contractor will coordinate their activities around child drop off and pickup times for Lucy S. Herring Elementary School.

There only times that access may be cut to residents driveways:

  1. During patching because the removed area will be deeper than most vehicles can safely navigate.    
  2. If the contractor is paving directly in front of a driveway.  This delay generally last 15-20 minutes.

If you know that you will need to leave at a certain time you can communicate with the onsite inspector and they can help coordinate with the contractor.


Background

This street was selected to be resurfaced by the 2016 General Obligation Bond.   Estimated quantities for the work were developed and the contract was advertised on May 9, 2022 with bids opening on June 9, 2022.  City Council awarded the contract to French Broad Paving, Inc. on July 26, 2022.  


Timeline

The contractor is currently planning to start concrete repairs in October.  If paving cannot be completed by December 15, it will be scheduled for spring of 2023.
