Request for Special Set-Out Service

Who is eligible?

Residents with physical challenges who are unable to take their trash and/or recycling to the curb on collection day may be eligible for set-out service (‘door-side’ collection) at no additional charge per the City Code of Ordinances. Challenges may be temporary or long-term, and may include hardship cases such as age, disability, or infirmity. 

Residents are NOT eligible for free set-out service if there is another person capable of taking the trash and/or recycling to the curb at the residence.

(If you would like to pay for set-out service as a convenience only, please call the Sanitation office at 828-259-5857. The current fee is $255/year for trash collection and $255/year for recycling collection.)

How No-Cost Special Set-Out Service Works

  • Set-Out Service can be requested long-term or temporarily.
  • Sanitation will periodically request confirmation of need for long-term cases.
  • Sanitation and/or Recycling staff will retrieve your trash and recyclables from the front, side, or back of your home at the designated location.
  • Workers are not permitted to enter any home, garage, shed or other enclosed structure to collect trash and/or recycling. 
  • All trash must be bagged before it is placed into your trash receptacle. Any loose trash will not be collected. 
  • All recyclables should be loose and unbagged. If you have a recycling question, please contact Curbside Management, Inc. at 828-252-2532.
  • You can find your trash and recycling collection schedule online at ashevillenc.gov/AVLcollects. 
  • Failure to comply with guidelines for set-out service will result in discontinuation of the service

How to apply for No-Cost Special Set-Out Service

  1. Complete the form linked here. A physician must sign the form, or submit a signed letter stating the special service is needed. Please contact the Sanitation office at 828-259-5857 or sanitation@ashevillenc.gov if you would like us to mail you a blank application form.
  2. Submit the form via mail or email to: Sanitation Division, Public Works Department, P.O. Box 7148, Asheville, NC 28802 OR sanitation@ashevillenc.gov.
  3. A Sanitation Supervisor will contact you to discuss the request and arrange a visit to determine the location for trash and recycling collection.

UPON RECEIPT OF THIS VERIFICATION FORM, YOU WILL BE CONTACTED BY THE SANITATION DIVISION FOR AN ON-SITE MEETING TO IDENTIFY LOCATION FOR COLLECTION.
