Looking for a way to get involved in local government and play a part in shaping the future of Asheville? Serving on a City of Asheville board or commission is a great place to start.

Through a variety of boards and commissions established by Asheville City Council, citizens can provide input on the policies that shape their government and their city. There are currently more than 30 boards and commissions that advise the Mayor and City Council on an array of issues.

Put your perspective, leadership and knowledge to work by serving on one of many City advisory committees. Being on a board or commission does require a significant personal commitment, however, so applicants should consider their ability to commit their time and personal energy before applying.

Currently there are openings on 12 committees or boards. For safety, during the COVID-19 pandemic boards and commissions are meeting remotely through the City’s Virtual Engagement Hub.

Current openings

ALCOHOLIC BEVERAGE CONTROL BOARD — The members oversee the operation and administration of the ABC system.

AUDIT COMMITTEE The current vacancy is for a Certified Public Accountant. Please note experience in application . The committee: 1) Reviews internal audits reports; 2) Reviews with management and the external auditors the results of the financial statements audit; 3) Reports to City Council about committee activities, issues, and related recommendations as needed, but at a minimum, one time a year; and 4) Provides an open avenue of communication between internal audit, the external auditors, and City Council.

AFFORDABLE HOUSING ADVISORY COMMITTEE – Some duties of the Committee include: (1) to consider affordable housing policy issues and advise City leadership about those policies; (2) to develop concrete action steps to implement the highest priorities of the Affordable Housing Plan, and to update that Plan as appropriate over time; and (3) to advise City leadership and staff regarding affordable housing priorities for the investment of City-controlled funds.

 

AFRICAN AMERICAN HERITAGE COMMISSION — The Commission shall have the following powers and duties: (1) Develop rules for the conduct of its business, including but not limited to meeting schedules, election of officers, voting, subcommittees, et al.; (2) Develop a plan to identify, create, encourage, promote and implement projects that will recognize, increase and expand the awareness of the contributions of African-Americans throughout the City-County area; and (3) Create plans to identify and recognize sites in the community that are significant to African-American history; encourage and promote economic activity related to the African American community; and propose other projects that are consistent with the goals of the Commission.

 

BOARD OF ADJUSTMENT — The Board functions as a quasi-judicial board to (1) hear and decide applications for approval of variances from the terms of the Unified Development Ordinance (UDO), except where the UDO places responsibility for hearing or considering such a variance with another body; (2) hear and decide appeals from any order, requirement, permit, decision, or determination issued or made by an administrative officer of the City in enforcing any provisions of the UDO; (3) services as the City’s Housing Code Appeals Board; and (4) performs such additional powers and duties as may be set forth elsewhere in the UDO and in other laws and regulations.


DOWNTOWN COMMISSION — The Commission was established for the sustainability and continued development of downtown, a vital urban center of western North Carolina’s economic, cultural and visitor activity. The Commission’s purposes include: (1) recommend to City Council an overall policy for the continued development and sustainability of downtown; (2) provide recommendations for effective management of the public resources for downtown and actively pursue and assist private sector investment in the downtown area for the welfare of the citizens of Asheville; (3) carry out the powers and duties assigned to the Commission regarding downtown design review; and (4) cooperate with and evaluate and represent the recommendations of other organizations.

METROPOLITAN SEWERAGE DISTRICT — The members oversee the operation of the Metropolitan Sewerage District, as well as holding hearings on issues at hand.

MULTIMODAL TRANSPORTATION COMMISSION — This vacancy must be a person with demonstrated bicycle-pedestrian interests. The person appointed to this seat will be appointed as a member of the Bicycle-Pedestrian Committee. Members shall represent various modes of transportation to include, but not be limited to: transit, greenways, automobiles, bikes, pedestrians, etc. Members shall possess expertise and interest in the sustainability and development of multimodal transportation and demonstrate willingness to participate actively. Duties of the commission include, but are not limited to: (1) recommend policies for the development/ integration of multimodal transportation planning and education to the City; (2) assist with the development of a multimodal transportation system; (3) assist the City with the implementation of best management practices for educating the public on the benefits of multimodal transportation; (4) assist in the sustainability, development and implementation of the multimodal transportation plan; and (5) assist in the prioritization of the Capital Improvement Plan as it relates to multimodal transportation projects.

NEIGHBORHOOD ADVISORY COMMITTEE — The current vacancies are for a representative that resides in the 28804 zip code and an at-large seat; please indicate zip code on application. The committee was established to advise City Council on neighborhood needs within the City of Asheville’s zoning and planning jurisdiction. The committee works to strengthen neighborhood identity and resilience by facilitating communication and cooperation between Asheville’s neighborhoods and City offices. The committee also works on special projects as assigned or directed by City Council.

 

PLANNING & ZONING COMMISSION — The Commission is an advisory board to City Council and shall (1) review all new text for proposed amendments to the Unified Development Ordinance (UDO), and proposals to zone or change the zoning of all property regulated under the UDO and to make recommendations to City Council for final action thereon; (2) perform studies and surveys of the present conditions and probable future development of the City and its environs, including, but not limited to, studies and surveys of land uses, population, traffic, parking, and redevelopment needs; (3) formulate and recommend to City Council the adoption or amendment of a comprehensive plan and other plans, as necessary, for the City and its environs ; (4) review the terms of the UDO from time to time, as it deems appropriate, and to recommend to City Council any changes that the Commission considers necessary to regulate properly the development and use of land, buildings and structures; (5) review applications for planned unit development designation and the preliminary plans for such planned unit developments and to make recommendations to City Council for final action thereon; and (6) review and decide on approval of all proposed preliminary plats of major subdivisions.

RIVERFRONT REDEVELOPMENT COMMISSION— The Commission shall (1) recommend to the City and County an overall policy for the continued development and sustainability of the regional riverfront; (2) provide recommendations to the City and County for effective management of the public resources for the districts; (3) actively pursue and assist private sector investment in the districts; and (4) cooperate with, evaluate and represent the recommendations of other organizations, including, but not limited to, property owners, merchants, residents, businesses, tenants, nonprofits, institutions and other members of the riverfront and regional riverfront district communities.

SUSTAINABLE ADVISORY COMMITTEE ON ENERGY & ENVIRONMENT — This Committee will undertake initiatives, at a City level and participate in the larger community and regional discussions, to improve the environment, encourage green development, and support the development of a healthy community.

URBAN FORESTRY COMMISSION — The purpose of the Urban Forestry Commission is to foster the preservation, planting, replacement and removal of trees without denying the reasonable use and enjoyment of real property. The Commission’s responsibilities include: facilitate the planting, growth and protection of trees within the City; foster the communication and coordination among the citizens of the City that would provide the needed support for protection of trees within the City; conduct continuing research, planning and feasibility assessments required to support the purposes of the Commission; and work with City staff to promote and enforce Chapter 20 of the Code of Ordinances of the City of Asheville regarding the regulation of planting, protection, preservation and removal of trees.

Determine which board or commission interests you. Board and commission meetings are open to the public, so potential applicants are encouraged to sit in on monthly meetings. Meeting dates, times and locations vary, and are available on individual web pages.

Qualifications

Qualifications for appointees to boards and commissions shall be residents of the City of Asheville, unless otherwise specified or provided for by law or Council action.

Confirm receipt, after your application is received, you will receive a receipt of application e-mail. If you do not receive that receipt within a day after submittal, please contact boards@ashevillenc.gov to make sure that your application has reached the City Clerk’s Office.

Interview

When vacancies occur, the City Council will review the resource list and schedule interviews. You will be contacted directly if it is necessary for you to interview for an appointment.

Wait for a vacancy if one is not currently open. Once an application is received, the City will place your name on the resource list for the particular board.
