Public comment on City of Asheville Consolidated Annual Performance & Evaluation Report (CAPER) now open

The City of Asheville’s Community and Economic Development (CED) Department has published the Draft Consolidated Annual Performance & Evaluation Report (CAPER) on the City website for public comment.  

The City’s Community Development Division within CED reports on accomplishments and progress towards the Consolidated Plan and Annual Action Plan goals in the CAPER.

The Consolidated Plan is a five-year plan designed to help states and local jurisdictions assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions.  This plan sets out regional priorities for the next five years and is carried out through the Annual Action Plan, which provides a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. 

Public comment period and process

The DRAFT FY19/20 CAPER is available for a 15-day public review and comment period on the City’s website above from Dec. 8-23.   

Residents wishing to submit written comments during the public review and comment period may send them via email to Paul D’Angelo, Community Development Program Director, at email pdangelo@ashevillenc.gov  until 5 p.m. Dec. 23.   

You may also send your comments via mail, postmarked no later than Dec. 23, by 5 p.m., to:

The CD Division will forward to HUD all written comments along with the City’s response to the comments.
